Library vs Folder

My company is used to the the use of windows explorer folder structure and it is not easy to keep the structure. The main objective of the folders is to segregate the information which means must of them are empty, specially the the first 3 levels.
In adept. Can I use folders on those empty levels then use libraries? If this is not possible any Ideas?

Yes, you can create folders and add libraries inside
My recommendation will be to create internal procedure that defines the structure.
Attached is an example of how we organized our Libraries.
